Plan Review & Coordination

Review and coordinate the plans prepared by the project’s design consultants for errors, omissions, inconsistencies and necessary clarifications to ensure the construction plan sets are substantially complete and clearly represent the intended scope of work for the project.


RFI Administration

Prior to and during the course of construction, prepare and issue requests for information (RFIs) to the appropriate design consultants as necessary.  Log and track RFIs to ensure prompt response from design consultants to mitigate potential scheduling delays.  Review RFI responses from design consultants to ensure substantive information is provided and the RFIs have been properly answered.  Distribute RFI responses to necessary parties.


Budgeting

Prepare a detailed schedule of values for both soft and hard cost project expenditures based on the intended scope of work illustrated in the plans, as well as other information conveyed by the design consultants and (sub)contractors.

Bid Document Preparation & Instructions

Manage and oversee the bidding process for the project, including:

(1) interviewing, underwriting and recommending potential (sub)contractors;

(2) preparing and developing certain bid documents to normalize the bidding process, which would include:

(a) specific bid instructions for (sub)contractors,

(b) detailed scopes of work for each trade,

(c) qualifications, assumptions and exclusions (QAE),

(d) labor and material allowances,

(e) unit pricing requests for certain scopes of work,

(f) an itemized schedule of values, and

(g) a work completion schedule that identifies major milestones;

(3) reviewing, vetting and negotiating (sub)contractor’s bids; and

(4) performing qualitative and quantitative analyses to further develop and clarify the scope of work and to qualify bids.


Value Engineering & analysis

Manage and oversee a comprehensive value engineering process for the project that includes:

(1) identifying certain scopes of work that could/should potentially be valued engineered;

(2) working with design consultants and (sub)contractors to develop and specify alternative designs and materials;

(3) developing scopes of work for these alternative designs; and

(4) performing qualitative and quantitative analyses to better understand the cost-benefit for making certain value engineering design decisions.


Scheduling & sequencing

Prepare a detailed schedule for the project that identifies major milestones and critical path work based on the permitting requirements by local and state agencies, as well as the work illustrated in the plans. Review work completion schedules prepared by the (sub)contractors to ensure completion dates provided are reasonable and take into consideration the complexity of the work as well as the necessary sequencing for such work.

Design Consultant management & Administration

Manage and oversee the team of design consultants for the project, including:

(1) identifying, developing and reviewing the scope of design services provided by each consultant;

(2) working with design consultants to prepare a list of project specific deliverables;

(3) reviewing and advising on deliverable dates provided by consultants; and

(4) coordinating the work performed by and between the design consultants.


Entitlement oversight & Administration

Manage and oversee the entitlement submittal process based on the approval and permit requirements by local and state agencies for the project that includes:

(1) completing and submitting the necessary planning applications;

(2) identifying, coordinating and reviewing specific work products prepared by design consultants and third parties that are required for each application submittal; and

(3) coordinating with land use consultants regarding the preparation of their written findings for approving discretionary relief.

Construction Financing Assistance

Recommend and work with potential construction lenders for the project that includes providing pertinent project information and preparing a submittal package for lender’s underwriting process.
